Open Sky is a large, complex, mission-driven human services organization operating in a highly regulated environment with a predominantly direct-care workforce. Headquartered in Worcester, Massachusetts, Open Sky was built through the affiliation of two of Central Massachusetts’ premier human service organizations: Alternatives Unlimited, Inc. and The Bridge of Central Massachusetts. With over 100 programs throughout Central Massachusetts, each year Open Sky provides services and supports to more than 5,000 adults, young adults and youth with mental health challenges, developmental disabilities, brain injury, substance use disorders or other complex challenges.
Position Overview:
This role is newly created as part of a strategic realignment of HR leadership and is designed to bring deep operational rigor, structure, and consistency to workforce systems while honoring the Organization’s strong people-centered culture. As a builder and change leader, the VP of Workforce Operations develops scalable HR infrastructure, strengthens leadership capability, and ensures consistent, high-quality HR service delivery across the Organization.
Core Accountabilities & Functional Oversight:
- Implement HR Business Partner model supporting VPs, AVPs, Directors, and managers.
- Translate business goals into people strategies (growth, restructuring, retention, performance).
- Guide workforce planning, staffing forecasts, talent gap analysis, and succession planning.
- Provide senior-level support on employee relations, performance management, conflict resolution, investigations, and labor law compliance.
- Leverage HR metrics and dashboards (with Finance) to advise on workforce trends, risks, and opportunities.
- Lead compensation strategy, job architecture, and market alignment in partnership with Finance.
- Oversee investigations, grievances, unemployment claims, and exits.
- Ensure compliance with employment laws, credentialing, background checks, I-9s, and documentation standards.
- Oversee HRIS functionality, data integrity, and workflow optimization.
- Lead, coach, and develop Directors and managers; set clear expectations, performance standards, and accountability.
- Serve as a change leader during organizational growth, restructuring, or system implementations.
Required Experience & Qualifications:
Required
- Bachelor’s degree in Human Resources, Business, or related field.
- SHRM-SCP, SPHR, or equivalent certification.
- 8–12+ years of progressive HR leadership experience, overseeing multiple HR disciplines.
- Experience building HR teams, systems, and scalable processes.
- Strong background in employee relations, compliance, and advising leadership.
- Experience partnering with executive leadership.
- Demonstrated experience leading HR operations within large, complex organizations undergoing growth or transformation.
Preferred
- Experience in nonprofit, healthcare, behavioral health, or multi-site environments.
- Experience in matrixed organizations.
- Complex labor-relations experience.
- Experience supporting a predominantly hourly or direct-care workforce.
Pay Range: The salary range for this position is $200,000 – $220,000, plus additional benefits and bonus potential. Compensation is determined by a variety of factors including but not limited to the role, function, and associated responsibilities, as well as a candidate’s work experience, education, knowledge, skills, and geographic location.
