The Arc of Blackstone Valley is a mission-driven nonprofit organization committed to supporting individuals with developmental disabilities across a wide range of services, including residential, employment, and day programs.
Position Overview:
The Chief Financial Officer is a key member of the senior leadership team and will oversee all aspects of financial operations and planning, while ensuring compliance with Medicaid and state billing requirements. This strategic and hands-on role involves both managing daily financial functions and guiding the Agency through important system transitions and modernization initiatives. Reporting directly to the CEO, the CFO will help lead The Arc through ongoing leadership transitions, financial system upgrades, and preparations for future organizational partnerships or mergers, while maintaining strong fiscal health and accountability.
Key Responsibilities:
Strategic and Organizational Leadership
- Serve as a financial thought partner to the CEO and senior leaders, advising on fiscal strategy, risk, and sustainability.
- Engage in long-term organizational planning, including exploring partnerships, mergers, benefit redesign, and system integration.
- Provide regular financial updates, forecasts, and insights to the Board Treasurer and Finance Committee.
Financial Management and Reporting
- Oversee the administration of all financial systems, internal controls, and accounting policies.
- Maintain and regularly update the fiscal procedures manual to ensure operational integrity.
- Ensure timely, GAAP-compliant reporting, including board reports, monthly financial statements, and annual audits.
- Lead the budgeting process in collaboration with program leadership, including cash flow forecasting and budget performance monitoring.
Medicaid and Billing Compliance
- Ensure ongoing compliance with Medicaid and state billing requirements tied to authorized services.
- Lead program-based billing activities and oversee reconciliation efforts with support from billing and program staff.
Labor Relations and Union Involvement
- Conduct financial modeling and scenario planning to evaluate wage proposals and benefits adjustments.
- Support a productive relationship between leadership and the union by collaborating with HR on labor-related financial strategy.
Benefit and Insurance Oversight
- Provide financial oversight of the Agency’s self-funded health and dental insurance plans.
- Monitor and manage the budgetary impact of benefits, including the pension and optional 401(k) plans.
